[NP] – The notation [NP] in a rule means that a boat may not protest another boat for breaking that rule. This changes RRS 60.1a.

The Organizing Authority of this regatta is MISSA.

The Host Organization is Chicago Yacht Club (CYC).

  1. RULES
    1. The regatta will be governed by the rules as defined in:
      1. The Racing Rules of Sailing (RRS).
      2. This Notice of Race (NOR).
      3. The Sailing Instructions (SI).
      4. The ISSA Procedural rules located at https://hssailing.org/resources/rules/
      5. The MISSA Supplemental rules located at https://missa.hssailing.org/about/missa-district-rules
    2. [NP] All applicable governmental regulations regarding health, safety and infectious disease control shall be strictly followed by all competitors.
    3. [NP] Competitors using any Chicago Yacht Club facilities, including docks, shall follow House and Ground Rules in Effect Due to Covid-19. Chicago Yacht Club House and Ground Rules
  2. SAILING INSTRUCTIONS
    1. The SI will be available after 1200 on March 25 at scores.hssailing.org
    2. Printing of the SI is the responsibility of the teams participating in the event.
  3. COMMUNICATION
    1. The official notice board is located online at scores.hssailing.org
    2. As a courtesy, an unofficial notice board is located at the Members Barge, Race Board, located adjacent to the Regatta Manager’s office.
    3. [DP] Coaches shall carry a VHF radio capable of communicating on US Marine frequencies.
    4. Competitors shall not carry VHF radios on boats while racing.
    5. On the water, the Race Committee (RC) will make courtesy broadcasts to competing team coaches on VHF radio on the channel stated in the SIs.
  4. ELIGIBILITY
    1. This is a MISSA Tier 3 Regatta.
    2. The regatta has an allowance of up to 20 team berths.
      1. The first 10 berths will be allocated to those schools who finished in the Top 10 at the 2021 Great Lakes Championships:
        1. Bay High School, St. Ignatius College Prep (IL), Minnetonka High School, Culver Academies, Arrowhead High School, Latin School of Chicago, Loyola Academy, University of Chicago Laboratory Schools, St. Ignatius High School (OH), and Walter Payton College Preparatory High School.
        2. The next 10 berths will be open to the remaining central schools.  Any school not wishing to RSVP to the invite shall notify the CYC Regatta Manager at regattamanager@chicagoyachtclub.org.  This open berth will then be allocated to the next school from the 2021 Great Lakes Regatta based on finish position.
        3. Schools interested in participating that do not meet the requirement of NOR 4a and 4b should contact the Regatta Manager to place their name on the waiting list. These schools are not eligible for any additional spots. Spots will open on March 19, 2022, at 2001.
    3. Eligible schools may enter one team only.
    4. The regatta is limited to 20 teams.
    5. Entries received in excess of the 20-team limit will be recorded on a waiting list.
    6. If the number of teams entered falls below the 20-team limit prior to the entry deadline, entry will be offered to teams on the waiting list in time priority order.
    7. A/B format - Each team shall consist of two (2) two-person boats.
    8. A team shall have no fewer than four (4) sailors to enter the regatta. A team may include up to 5 alternate sailors.
  5. ENTRY
    1. The entry deadline is March 19, 2022, at 2000.

    3. A team enters the regatta by:
      1. Completing the entry form
      2. Submitting the entry fee
      3. Finishing NOR 6c1 and 6c2 no later than the entry deadline.
    4. Teams shall submit no later than March 26, 2022 at 0900:

  6. FEES
    1. The entry fee is $55 per sailor paid through online registration individual sailors can register at https://cyc.rechub.net/event/732
    2. Entry fee includes:
      1. Registration/
      2. Breakfast and lunch both Saturday and Sunday
    3. In addition to NOR 7a, each team shall submit a refundable boat damage deposit of $300 no later than March 26, 2022, 0900
    4. The damage deposit covers:
      1. Damage directly attributable to a team competing in or against the damaged boat.
      2. Shared costs among all competing teams when damage cannot be directly attributed to a team sailing in or against the damaged boat.
    5. Teams shall make all checks payable to Chicago Yacht Club.
    6. Teams forfeit their entry fee by:
      1. Withdrawing from the regatta after the entry deadline
      2. Failing to compete at the event
  7. BOATS
    1. Chicago Yacht Club will provide twenty (20) collegiate E420s. Boats shall be sailed as provided with no modifications to rigging or running rigging.
    2. No other boats shall be used in the two-person divisions of the regatta.
  8. CREW LIMITATIONS
    1. ISSA PR1 covers crew eligibility.
    2. Per MISSA 4.6 and this NOR, 7th and 8th grade students are not allowed as team members at this event.
  9. RACING AREA
    1. The race area will be inside Belmont Harbor or just east of the entrance to Belmont Harbor in the open waters of Lake Michigan at the discretion of the Race Committee.
  10. COURSE
    1. The course will be Windward/Leeward with drop or robotic marks.

The intent of the Race Committee is to complete as many races as practical each day, which shall not exceed the number of races scheduled.

Maximum number of races for this regatta is defined by ISSA 7.5.

  1. CLOTHING AND EQUIPMENT
    1. Due to water temperature, competitors are required:
      1. To provide their own dry suit and have it on hand at the venue on each day of racing as per ISSA PR 2.3.
      2. On each day of racing, the OA will announce whether dry suits will be required to be worn by competitors racing on that day.
      3. If the air temperature plus the water temperature equals or exceeds 100 degrees Fahrenheit, dry suits will not be required to be worn on that day.
      4. Competitor’s failure to wear a dry suit while racing on a day where dry suits are required by the OA will be scored DSQ by the RC without a hearing. This changes RRS 63.1.
    2.  Coaches are required:
      1. To wear approved floatation devices as required by ISSA PR 2.2.
      2. Kill cords/devices on all vessels while afloat.
  2. COACHING
    1. Coaching will take place on the water in the designated coaching area that will be announced at the daily competitors meeting.  Please plan on bringing your team’s coaching platform. Many of the CYC’s RIBs are used for other concurrent events.
  3. PRIZES
    1. Prizes will be awarded to the teams with the three best combined scores.
  4. HOUSING
    1. No housing will be provided for this event.
  5. RISK STATEMENT
    1. RRS 3 states: ‘The responsibility for a boat’s decision to participate in a race or to continue to race is hers alone.’ By participating in this event each competitor agrees and acknowledges that sailing is a potentially dangerous activity with inherent risks. These risks include strong winds and rough seas, sudden changes in weather, failure of equipment, boat handling errors, poor seamanship by other boats, loss of balance on an unstable platform, and fatigue resulting in an increased risk of injury. Inherent in the sport of sailing is the risk of permanent, catastrophic injury or death by drowning, trauma, hypothermia, or other causes.
